Who actually rates a hitch
 
Long story short I work for a company that manufacturers Jeep bumpers. We have hitches on all of our bumpers but I'm trying to get them weight rated (class 3). Who actually rates a hitch? I found some information that said something about the Trailer Hitch Manufacturers Association but it looks like they went under in 2004. Any help would be greatly appreciated.

I would assume (you know what they say about that) that you need a engineer to sign off on the rating.
