You posted it here, must be someone that's supposed to see it!
He had a rocker stand on the head that had the top few threads stripped out, so he used a couple of washers to make a temporary fix.. We used a longer bolt and then made a bushing to take up the space above the rocker shaft. I doubt he wants to take the valve cover off to take a pic of a .750" tall round bushing 
It doesn't add any performance or serve any purpose other than to fix the problem at hand
