P0102 Code no Power

I have a truck I told a guy I would look at for him.

2008 GMC C5500 Deleted DPF and EGR turned off.

No Power won't build RPM's Throwing a P0102 Code which is "Mass Air Flow (MAF) Circuit Low Input"

I'm going to pull the MAF sensor and clean/replace it.

Could an EGR Valve Stuck open cause this? I would think if it was stuck open it would be pouring Smoke?

Any help getting started in the right direction?

Do the vanes cycle at all ? Mine did that last year and cleaning replacing the maf fixed it. It wasn't receiving a signal to know how much boost to build.

I'm not sure. How would I know?

OK Now I'm stumped...New MAF Sensor, and a EGR Block plate.....Still getting the P0102 Code and the truck just sucks.....
