Sluggish truck

Hello everyone I’m new to the forum! I have a 2000 24 valve ctd! It had cold air 4 inch exhaust and ejwa! I have an issue that I need help with! My truck is very sluggish and feels like the tuner is barely working. What would that be? The pump is tapped. I took off the other day and I felt a powerful power surge and it quite as soon as it started ... please help guys! Thanks!

Check your fuel supply pressure.
Check that your air filter isn't clogged (take it off and go down a clean road once).
Make sure your valves are adjusted correctly.
Take intake off and check for play in the turbo. If it's loose or has contacted the housing, it might not even be leaking oil, but could be beat up to the point that it doesn't really build boost.

Have done all that except for valve lash which I’m gonna do soon

Do I want the feller gauge to slide freely or be slightly pinched?

Slightly pinched, like if you were pulling the cap off a sharpie marker.
Cummins factory training has you fight the feeler gauge out of the engine.

Let us know your findings for the list above. My guess is a fuel pressure issue.

18 psi at idle 15 wot isn’t that sufficient? Have a Fass ddrp factory replacement just changed the fuel filter also
