That is extremely odd. I guess a function of the very large exhaust housing (when the vane opens fully)? Just didn't think it was very common to see drive less than boost on these low rpm diesel motors in comparison to higher rpm better flowing gas motors.
 
You are correct, lower drive than boost is pretty rare. The large turbine housing makes this possible while the vane is open but quick spool up is still possible with the vane closed.
