Hesitate take off

I don't get any throttle response till my throttle is a 1/4 way down. Reset apps. Still no change . Put a bd throttle booster. Still no change on peddle.

I have 18 psi on fuel pressure drops down to 15 psi wot.

On the throttle cable under hood it moves back about 1/4 then motor idles up.
