All components must be present
No fire Damage
No shipping damage, only in operation damage acceptable.
No wheel (Comp/Turbine) damage

Identification Criteria

Curved hose style compressor casing outlet
Speed sensor and actuator cables
Electric actuator
V-band clamps hold compressor casing and turbine casing
Scalloped single entry turbine casing flange

95% of what is wrong with those turbos is in the electronics.
That, or the vanes hang up and cause other damage.

The actuator has to be in place with no signs of actual damage, it Does not have to actually be working.
