High speed govenor

I changed all my rpm limiters to 4500 but I also saw this section. It says it's the high speed govenor and low speed govenor. What do those control? Is there some literature that explain what each table does?

Yes. I was also wondering what is the difference between the Pedal Map Transient (vs) the Part Throttle Gov.

I make those two tables the same. Never noticed much of a difference having them different.
