turbo question

Ok so here is my situation, the truck was driving down the rd and lost all power at once at 60mph and wouldn't make any boost. It through a vps code so a different one was gotten and put in and still nothing. Looked at it with efi live and says theirs 0% and wont move. The turbo was just gone through and rebuilt. When vanes start to stick they normally act up and fluctuate alot but never just randomly lock up. I was thinking the boost solenoid took a dump that's the only thing i can think of because the truck was driving just fine with no signs of sticky vanes or any probs for over a week any help is much appreciated.
