Need help!!!!

I am working on a 1999 7.3 that keeps throwing a p1211. Code. At idle cold it's 720 psi. 17 percent duty cycle. Warm its 450 11 duty cycle. Wot cold on level 6 on the ts tuner it will hit 3200 psi as soon as the truck warms up it will go down to 1900 2000psi at 65 percent duty cycle. I started with a regulator on the hpop and the icp sensor was leaking so also replaced. That only helped by about 100 psi so put a new hpop on the truck and still nothing. I pulled valve covers off the truck to check for leaks and seen nothing when running. I then jumped the regulator to battery's and maxed it to 3600 psi and still no leaks the guy wanted new injectors put in so I put all the alliance ford injectors in. The fuel pressure stays at 55 to 60 psi. The low pressure oil pump is at 45 during wot and 25 at idle. The only mods are ts chip and bd turbo truck starts and runs great has 200 thousand in it. I have no idea what to check any more and really need to get this thing fixed.
