Those plastic bushings can do weird things. I had an issue with my w/s truck after 5k's and had to add a second throttle return spring. Not quite the same characteristics as yours but worth a look.
 
will order the bushing, harness is touching linkage at the rear of the pump, do not think is blocking the linkage but anyway, have tie rap it from linkage and will try test sled pull in 3 weeks!
