Ppump 24v timing

I have a 2002 dodge ram 2500 that I have been slowly building for the last 6 years. And I am about to the finish line with it. All the mods I have done are listed in my signature.

I am now after finding the optimal timing and how I should go about that with my current set up. I am ultimately chasing efficiency as I do not like getting 13 miles to the gallon and definitely believe 16 should be achievable.

My timing was around 20-22 prior to having my injectors pop off pressure changed. The pop off pressure was at VP 44 specs but now it was dropped to 290 BAR for my p pump. I am figuring my timing should be around 18 or 19. Haven't checked it. But with my setup, would I see better miles per gallon at a lower timing or should I try going up to 22-24 as I have been reading? Appreciate all the help as I am really disappointed at the moment.

Your expectation is 1-4° less static advance with a 10BAR reduction in opening pressure? Do you plan to verify the current advance with a timing light? What method did you use to set the injection timing previously?
 
I bought a brand new p pump from farrel diesel that was 20* advanced timing. Then as we were building the truck we were able to find the top dead center of the engine based on the timing marks on the gears. Lined those up, and then the additional timing came from using the power driven diesel magnet and pinning the pump.
 
With a 12v and 410 gears in my old work truck,
I got better highway mileage the higher I set inj timing.
Going down the interstate at 2400 Rpms.
