Turbine housing mods

I have seen a couple places where turbine housing outlets have been Sleeved either for repair or for using larger wheels. I am wondering if anyone could give me some insight into the process. Is it necessary to use cast iron when doing something like this or is steel ok? Is welding or brazing used or just a shrink fit?
