P1613 runs rough but, better at high rpms??

A friend of mine has a 2000 F350 farm truck. The service engine light cam on and has a P1613 code only. The truck idles rough, shakes badly, but once you get up in the RPM's like 1800 or so it smooths up and sounds better. its not smoking any more than normal and the truck is completely stock.
If anyone could helps us out that would be great! need the truck to get some silage wagons moved, but it just doesnt have any power, and we are afraid to run it to much like this.
