ABS pump or something else ?

this is a E350 in question. Don't know a lot about them so bare with me. Is the ABS pump the thing with lots of ports and the master cylinder hard lines going to ? If there's a problem with the ABS, would it cause this......

I replaced all four calipers, bled the system and the peddle still went to the floor. Replaced the master cylinder and it got better but, I can't get it to have a stiff peddle. It will still go to the floor if steady psi is applied. If you pump the peddle it will get tight ( this is sitting or while driving ) and stop great.

Any suggestions would be appreciated. The master cylinder came from Napa... could it have been bad ? Does the ABS have to be bled somehow beside the bleeding at the calipers ? I do hear a noise like air being let out of a balloon slowly when depressing the brake peddle. I figure it was just the booster making noise because I'm not losing any brake fluid.
