At idle the fueling is speed based, above a certain RPM it switches over to torque. Think of the throttle on a tractor, its linear speed control and even at no load full speed is at full throttle.
Were as in a pickup you can get full governed speed at only part throttle at a point that won't command full fuel.
That brings me to an idea that might work for the OP, is using the stock cruise control and resume switch. You would need to rig a tone wheel on the driveline that would output similar pattern to the stock trans, then more or less set the "cruise" at the desired RPM and then use the resume on a pull.
Trouble being that it is a bit slow to respond, but I think it would be workable.
I don't know just how much control efi is going to have over the speed governor its proving to be difficult.
