Stumped no start holy smokes this one is tough

1997 7.3L crew auto 4x4.

wont start
first it would crank with small amount white smoke
Now it turns over fast and decent amount of smoke out of the tailpipe. white/black mix
batt light on wait to crank comes on.
history: truck ran then sat for week went to fire up. no start. prev owner changed fuel filter glowplugs and gpr.
then gave up.........everything i check or look at has been monkey fd...arggh.

1)changed cam pos sensor with new one and used known working one
2)found 1 burnt pin on uvch so i changed both valve cover harnesses
3) found would not hold fuel pressure...it would build to50 then drop instantly when not cranking
swapped complete fuel bowl and fuel.pressure regulator
now it builds 55psi and slowly drops when not cranking and sits at 10psi for 10min or more
4) Changed lift pump with new one and confirmed fuel flow with jerry can full of diesel
5)swapped IDM with known good one out of a manual truck
6)swapped pcm with known good one out of a manual truck
7)swapped and unplugged icp sensor.....no difference
8)scan tool says low batt volt code 605
ive cleaned all battery connections and batteries are new/charged.
9)HPOP confirmed with guage builds to 3500+ psi
10)IPR reads 46% on scan tool
11)has new glow plugs and they pull 110 amps
has new glow plug relay.
12)removed and cleaned soot out of the exhuast back pressure sensor.....was full of soot.
13)did injector buzz test......all buzz
13)ether it a little no change
14)disconnect fuel bowl heater
15)checked timing by mark on crank and bracket in cps. TDC is correct. timing doesnt appear to have slipped



***found a cut wire that was scotch locked onto idm harness
that was cut off and 3" long (brownish)
another wire from fuse box 12v pos stud cut off about 3" long.(not long enough to connect each other)(maybe from radio?)
i jumped these and relay 1 or 2 clicks and headlights come on.
these are the idm relays correct ?. jumped it and tried starting....nothing

my thoughts are dead pcm or last owner had a anti theft disconect or something causeing no power to the idm or pcm.or assotiated relays.........why is there a scotch lock on the harness and why when energized lights come on.

anyone help me with test procedure of the IDM /PCM ? and associated relay harness? i can check relays themself.
ie. what pins need voltages and grounds.apparently they are one feeding other..


almost ready to give up

If you have smoke then you are getting fuel, most likely glow plug related. What is your IPR % and ICP Pressure?
