05 dodge 2500 dead pedal possibly?

Have 05 Cummins with an Auto filled up with fuel and plugged a cts3 monitor in to watch trans temp while hauling, truck never got turned off go take off and don’t have any response till about half way and can only get to 1500rpms same in any gear, Only code is for turbo actuator but been one since I bought it is this a dead pedal issue or something else don’t have good scan tool to hook up to it to watch.

I think you answered your own question, try a throttle position sensor. If that doesn't work, try some better grammar.

the cts3 is a scan tool

set it for tps% and with the key on, see if you have a reading while pressing the go pedal
