7.3 start issue

Like the title says. cold start issues. 100k f550 dump. I check glow plugs and relay and were bad. Replaced all glow plugs, harnesses, and relay seemed fine sent it done the road. Came back with same issue. once running, it runns great. hpop full wentshut off and sat over night, tach moves when cranked over, fuel pressure at the filter housing is 60 psi. I do have a leaking icp sensor but the psi and voltages look good. When it does fire off when cranked up it doesn't fire hard or flare like most 7.3's I know. It starts but is like a lazy start. Injectors buzz test ok, I know that doesn't make them good. When truck came it had about 25 codes in it, but cleared and didn't have any come back. any help would be appreciated. I'm missing something
 
It won't be cps because he can see tha tach move... Check your ICP and IPR readings while cranking and it will tell you what is going on in there.
 
once it is running try a cylinder contribution test. Also a weak starter can cause a no start or weak start condition by not spinning fast enough.
 
cps looks ok by the tach, only 100k still possible injectors tho, icp is round 700-730psi, ipr?, contribution test comes back with #8 cylinder balance. Batteries test good, starter spins over engine ok or just like any other 7.3, not real sure guys.
