Bonding Plastic Cover to Steel Bumper

Too much is never enough!
I recently picked up an aftermarket plastic front bumper cover and I need to bond it to the factory steel bumper.

Among other challenges in getting this on, my primary question is what to use and where to get an adhesive or epoxy to "glue" a 'duraflex' (flexible fiberglass basically) to a steel (chrome-will be stripped off) bumper.

3M™ Scotch-Weld™ Epoxy Adhesive 2216 looks promising and expensive, but i'm hoping to get some advice or knowledge from the resident body guys.
 
3m makes a panel bonding adhesive, you could glue a fat chick to the ceiling with that stuff.
I think I have a tube at the house and I will get the number off it for you.
 
I wonder if windshield urethane would work? that stuff is hard to get off if you get it on ANYTHING!
 
LORD Fusor. I glued on all my body panel fasteners with it on the race truck. Steel -> plastic. Steel -> Steel. Steel -> Aluminum. Doesn't matter. It sticks to everything.
