Bosch Rotary Pump Timing Issue

I have a yale forklift with a 4 cylinder Perkins diesel that uses a Bosch rotary type injection pump and I think when I set top dead center I may have set it on the exhaust stroke instead of compression. I was just wondering what the symptoms would be if it were 180 out. I know fuel is primed up good because I cracked each injector line at the injector individually and no air bubbles are coming out its spraying like it should. Anyways the lift will start and just idle real hard then die out. Lots of white smoke coming from exhaust. Im pretty sure its 180 out but wanted to be sure the symptoms sounded right to everyone.

If it's 180 out, it would just crank for days and not start. Sounds like it's about a tooth or 2 retarded.
