Bypass spring in factory replacement fuel filter???

I noticed there is a spring in the bottom of my factory replacement fuel filter that I purchased recently. Is this a bypass? Or does it have something to do with the water separation portion of the filter?

I will be adjusting my newly installed external fuel pressure regulator tonight, and want to ensure I dont run into any snags with my pressure settings.
