Fuel pouring out filler

Happened twice to me today. Each time i filled my truck up it would pour out the overflow. The first time i totally topped it off. It probably leaked a couple of gallons on the ground. Looks like it was coming from the top of the tank.

The second tank i let it just click off and went up to the next dollar. Same deal fuel leaked again. Dont leak when truck is running. Got me puzzled. Any input would be greatly appreciated. By the way this on my 02 in my sig.

How do you go about unplugging it? Does it involve dropping the tank?
 
Wiggle in between the frame and bedside and look at the top of the tank.

This, and in addition you can gain some room by loosening bed bolts and wedging your head (er blocks of wood) between the frame and bed.
 
If the vent plug will not just blow out. Can i just go to oreilly's to get a new on or is it a dealership part?
