it's a 2000 7.3

It would take a pretty good amount of fluid to hydrolock. Did you spray injector holes with something to clean them?

and thats what i figured that there was some sort of lock on it .. but was not too sure is there a valve or drain somewhere

Pull the glow plugs and crank. That's your drain.

You can't compress a fluid. When you have enough fluid to fill the space between the piston and head the motor will not roll over.

Pull all the glow plugs on the side you changed. The oil from the oil rail ran down into the cylinders

hydrolocked?

This is why I like to drain the oil in the pan and then pull the injectors. Then roll engine over by hand, clean and inspect holes. Install injectors and turn over by hand again with glow plugs removed and then button it up. Undo the glow plug side hot wires before starting. First few cranks you just bump the key and then let her rip.
