milky fuel

I was wondering if anyone has run fuel that the railroad used, I have a friends that is a boiler maker for them. he was able to get fuel one time and is was milky white. my first thought was water or am I wrong. He claims that there is no water in the fuel because it came out of the rail road car clear, and went into a tank that was empty. Can you guys think of any additives that would turn it milky white. :what:
