P Pump fuel plate and governor arm

I picked up a '96 DT466 with a P7100. Trying to turn it up a bit but I can't make the pump act right. I ground the fuel plate to a #0 and slid it all the way forward. Adjusted the gov arm so it's definitely on the fuel plate (1/8" up) and slid the AFC all the way forward.

Definitely picked up some fuel but now at lower rpms you have to let off the pedal a bit to get full fuel. As it revs up you have to keep pressing down to get full fuel.

What did I do wrong? What do I need to adjust? I thought getting the gov arm on the fuel plate kept it from doing this?
 
sounds like the governor arm might be getting stuck under the afc foot at low revs
