The truck in a 99 and it just died going down the road and is throwing a P1280 code and it will not start. Even if the sensor is bad won't it still start??

If you mean CPS than no, it wont.

A 1280 is a ICP issue. I know on the older 7.3's you cn unplug the sensor and crank the truck and it would start if high pressure oil was there. Died going down the road. Have you check oil level yet?
