trying to identify a block..help

my 53 cracked and I 've found another motor. It was in a 2000. On the timing cover I got engine # 56607043 Date 07-01-1999
its a 215HP motor with an HX35.
on the computer it says Cummins Recon
p/n 3947912RX s/n 1A05090310
Drivers side of block front bottom B 28D9L10 below 6BC
Also behind the injection pump on the block is a bunch of white painted on numbers along with USA. Is this a Recon motor??

I didn't realize there was another block #above the oil cooler as well I didn't realize the 53 can also be on the drivers side. Mine was on the passenger side. If I need that info I'll have to wait till tuesday. Any help is greatly appreciated.
 
I think its International casting, post some pictures to be sure.
 
If it's international, does that mean it was a recon motor at one point?
I don't have any pics at the moment. Maybe next week.

no, there was a thread about the internation blocks awhile back, IH helped cast blocks for cummins and are good blocks
