Twin Turbos For a Puller and Compression Ratio

Putting together an all out puller and our local club allows us to run twins as long as the inducer on the the primary is bushed down to 3.0. I was thinking of running an s465 on top with .91 divided exhaust housing and externally gated with an s488 on the bottom with a billet wheel and race cover 1.32 exhaust housing. Truck will have a ported and polished head, not sure on whos cam to run yet, but will have a 13mm pump set to around 625cc of fuel. Looking for around 1100hp. Also wondering if it would be benifical to decompress lower than 15:1 since i will have plenty of air?
 
Just out of curiosity but the remember the primary inlet will have to be bushed down to 3.0 inlet. Is a charger that is considerably bigger than that really gonna flow that much more air considering it will be restricted to the 3.0 inlet?
