02 manual cruise control

Need help with my brothers truck that is in Idaho. He is soon returning from Afganastan and I guess his cruise quit while my parents were using the truck. The lights on the dash work but the cruise wont engage.
They took it to dodge and the moron tech guy called and told me that someone had stolen the vacuum assembly from under the battery. I had them leave there fast because they were going to be no help.

Any ideas please help me figure this out I would like to have it fixed before he gets back.

I guess now the lights wont come on either. Dodge threw$ 300 worth of parts at it to get the lights to work guess they didn't get that right either.

Where in Idaho?

02 is electronic cruise control, NOT vacuum... I would get it the hell out of there ASAP.

Sounds like an issue with the ECM, or another electronic component.
 
They are in pocatello. Yeah they ran. You should have heard the tech guy explaining to me that i don't know crap and that someone had to have stollen the parts off of it. I told not to touch the truck again and then told them to leave.

On a side note between my dad and i i think we figured it out. Hard to work on a truck 1800 miles away. Dad said his first test drive will be back to the dealer with the $300 bill and have a meeting with the manager.

Well i guess im gonna be talking to the manager tomorrow. Should be interesting. Thanks for the offer it is a good haul up to where u are. My brother was stationed in spokane for a while and it seemed like forever to make that drive.
