05 Excursion throwing P0299 Turbo under boost

Guys,

Any help would be greatly appreciated. My buddy has an 05 excursion, stock. He is throwing P0299, turbo under boost. I searched the forum and found a couple threads about this. A couple answers indicated rusty vanes or the egr valve is clogged. Can anyone help me with the location of the egr valve? Thanks
