05 Rail Pressure ISSUE!!!!!

Well I e got an 05 dodge puller running in 2.5 class. I've got brand new Industrial Injection 250hp injectors, brand new Exergy 12mm stroker Cp3, brand new T&C Diesel wild rail, and 32k relief valve on rail. And fass 220gph pump. Using smarty ssr. My problem is around 1800rpm up to 3500rpm it rattles and pops and runs rough. What could be causing this?

Also it idles around 13k psi rp but once you bring rpms up to 1800 it pegs the rp gauge.
 
That's what I thought but I've got a new rail pressure sensor and overflow valve in the back of the head
 
Sounds like a FCA problem to me, I would get your command and actual rail pressure and if you find it to differ, I would call Exergy.
 
No single pump is going to keep 250s happy Or winning, if your class allows duals your going how early. 2004.5-07 Factory Idle 6800-7200. I'm still trying every configuration possible to come up with 12mm, Maybe Exergy can provide video on the spec's.
