13mm Schied p7100 needs repair

Pump was just went through and rebuilt and resealed with new plunger springs. The pump is not creating enough pressure to pop off the #2 injector. It pushes fuel but not enough pop off the injector. Anyhow the pump has the following in it.
Quick rate cam
Billet .120 dv holders
Adjustable fuel plate
Custom governor weights and what not
Custom dvs
Afc deleted
Dual fed
Rack plug
