2001 Dodge 5.9l cummins stuttering, wont rev, throwing code, wont accl

i got a 2001 dodge 5.9 diesel 3500 completely stock. throwing code p1689
i had changed map sensor, cmp sensor. The truck will start just fine and idle, but when you try to give it throttle, it will rev to 1k-1.5k rpm it will stutter and stay in that rpm range like its hitting a rev limiter. I noticed the injection pump was loose and possibly missing a bolt completely, I started the engine while a buddy held the pump and it seemed to act like it would fix the issue... I will be going to parts store to fix this problem, I have done alot of work to fix this issue without taking it to a mechanic and paying for the fix. Is there anything else that could possibly be causing this on my year of vehicle thats normal for 150k? Im hoping the bolts found loose will correct it in the morning.. any info will be appreciated, Thank you in advance
 
I had this same problem with my truck. . . tho the vp crapped out but it threw a bunch of codes changed like every sensor in the engine. and the cause was the ecm crapped out. got one and had it flashed and it fix it. pretty expensive fix hope that helps.
