What is the wheel clipped from? In the picture it appears to be non clipped.

Sure doesn't look clipped to me. Looks like the exh housing clamp is missing too?

Exhaust housing clamp needs replaced. I am not a turbo "expert"...what you see is what you get. I am just passing on info...as it was given to me by the "company" that sold it.

I was curious what it was clipped from, as it doesn't appear clipped, and a cast 80mm wheel is 8 blades IIRC. 75(3.0) cast borg wheel is 7.
