47rh overdrive question

I have a bone stock 95 2wd. Overdrive is questionable at times. Under normal circumstances it will not consider locking till you hit around 60-65. This is not normal by any means..... What actually controls the OD and where would you start in trying to resolve the problem. I have changed the TV cable and that definitely helped all the other shift points. Thanks!

tps and check how lose the linkage is that gets sloppy wont lock up

Would there be any relays or solenoids that control it? Or could it be in the valve body?
