7x.016 and full cuts with a he351, really? your definitely gonna need one, I'd get a #10 off ebay for $35.
 
I've hit 4k a few times in my old 97 with stock valve springs and 18* timing it ran good. it would hit 4k free revving also not that I did it every day, but that motor never skipped a beat it was young at only 148k.
 
full cuts and 7x16's......hahaha ya I'd say hes overdoin it....got enough fuel to spool up a small jet engine.
