What is the port used for on the #3 Cylinder, that has a small tube that runs up to about where that thermostat housing is...

yea it is supposed to be for keeping the back pressure in check when the exhaust break is on.

it monitors drive pressure to help control the VGT. Follow the tube to where it terminates up near the thermostat... pressure sensor!

no, it's not a valve of any sort nor does it relieve any pressure.
