Yep, looks like the VE's on 1st Gens and VW's.

It depends on the style of governor under the top that is different. VW's had 3 springs in a small "cage" for the lack of a better term while Cummins had a simple spring.

aside from simplicity, what's the difference between caged springs and one spring? is one better than the other, and are they interchangeable?

Interchangeable I do not know. I really don't think so as the caged one seems to be riveted in.

That link is a VERY GOOD ONE for a rebuild. Looks like you have a 4 cylinder so all is good.

Here is one for the Cummins adjustment. Yours would be the same in most regards. Note, you pump is reversed compared to the Cummins. So left is right, front is back.
