99 7.3-hesitates when going from park to drive???

When I take my truck from park to drive or park to reverse it hesitates for about 1 second before engaging and being able to move. The trans was re-built about 50K miles ago. It also seems like the torque convertor isnt fully locking up and WOT or gradually laying into the throttle? Any one have any ideas? Thinks its the convertor?

Is the fluid low? Does the fluid look burnt?

May be worth dropping the pan and changing the filter. . .those filters can cause weird issues. . .make sure to get motorcraft filters. . .not the cheap chineese stuff.
