99 no power in overdrive

Well what the hell would cause a loss of power in overdrive only? With my twins 7x12s and a quad 4k it will make 80psi and pulls good if I stay in it from a stop. Meaning If I start from first and stay in it when it hits over drive the power is there. Now here is what's killing me. If I just try to punch it going say 70 miles an hour with everything on . It will make 20psi stay there for a while then SLOWLY climb up to around 40psi. It's like it's cutting fuel but only in overdrive. Tranny is good to go, built with a pcs standalone . Could my ECM or PCM be causing this?
 
What rpm are you at 70.. Sounds like a spool problem at low rpms Or too much fuel at once?

Does the TC unlock or stay lock when you punch it?

What if you roll on it in 3rd and shift to OD? Does the added rpm help spool up?

2000rpm at 70 and yes going from drive to overdrive while I keep in it is way better

I am thinking it's an ECM problem. Changed the top turbo to a 62 and same problem. With my 7x12s in overdrive it makes a total of 45psi. If I go wot from a stop and let it shift every gear it makes 65psi first second and third always makes 65psi if I go wot and if I stay wot from third to overdrive boost will stay up near 65psi but if I am just cruising in overdrive on the freeway and hammer it it will only make 45 psi. Now if I turn the box on it will make 80psi in all gears but I would think with 7x12s alone it should make what it does in 1/2/3 also in overdrive but it won't.
