A little better mileage...?

a buddy of mine has a 99 dodge dually thats gettin around 10-12MPG... He has stock almost everything, it has a van aaken module, which im not familiar with at all, and 3.55 gears. I have a 99 dually myself, but at the time it had a 9" lift and 37's and i was still gettin between 13-14. I realize maybe a chip or something would help but i guess what im asking is which one? he wants better mileage over anything. I've always just wanted the power, wantin good mileage is new too me. Oh and i guess i should mention he doesnt "put his foot into it too much" Thanks in advance for some help for him
 
That seems low, is that hand calculated or overhead? And the above is a good place to start. Is that in town only? I got close to 20 and a high of 22 on the highway stock.Try unplugging the box to see if that helps. An intake and exhaust will help some, but like said check the filters and boots.
 
Excellent thanks for the help, after i posted this i thought about the fuel filter but everything else is new ideas, i thought those numbers were pretty low myself, and thats hand calculated he says, if we could go off that then i'd be getting 31.4MPG :shake:
