Airdog 2 or fuel pump issues- HELP

hey peeps, this problems has me stumped.. My airdog intermittently runs. i drive around and it stops and starts running as if it was a loose connection. BUT , when i parked the truck and checked the voltage from the relay it was running at 14.2V and at some points maybe 30-40 seconds to a minute a part it would sometimes drop to 0 - 5 -7 then back to 14.2V. i changed the relay.

What do you guys think? The truck doesn't stall.

what is the voltage number i should be seeing at the STOCK lift pump power source?
 
Does the ECM control the fuel pump power on the 3rd gens like it does on the 24v's? We had a truck doing that silly stuff and it turned out the ECM was no good.
 
Jumper the red and yellow wires on the relay socket and see if it still happens.
