Block Heater Quit Working

My block heater has quit working and I do not have my grid heater. So now it gets a little cold here in michigan and truck is real hard to start. What do I check to see what could be the problem and if needed to change it how hard would this be to do?
 
The block heater is fairly easy to change out. Trace the wires from the intake horn back to see if any have melted and see if the grid heater itself has melted. Could be the heater or relay.
 
Take a meter and go to the two flats on the plug and check for continuity, if you have none the heater element is shot and needs to be replaced.
 
Most of the time I've ran into this on the ISBs it was just the other end of the cord that was unplugged. Nothing was wrong w/ heater itself.
 
Ended up checking cord and that was my problem it was rusty where it connects to the heater. I was told to mix up some baking soda and clean the corrosion and that worked well. Now it does work but next I would like to know if anyone happens to know how hot it is actually suppose to heat up to?
 
When I build motors I fill the block with water and plug them in on the stand in the shop then let them cool for the first retoque on the headstuds. I have shot it with a temp gun on the stand at 150*. Not sure how warm it will get with the btu loss of the radiator and being outside in the cold.
 
So I plugged in heater and heated it up and it only got around 125* according to the heat gun. Now it was not in the motor at this time when I did this. I dont know if putting it in water would change it at all or not.
 
Heating those elements un-submerged will kill them quicker than 20 yrs. of use....
