Are there any differences between a 1990 block and a 1995 block? I have both and want to know which one to use for a build. thank you.

The blocks are the same. All the internals are the same also.

If you can get your hands on a 14mm main block it would be a better foundation to start with. Some of the early blocks were 14mm mains. I have a 1990 and a 1994 block that are 14mm mains. Also look for the navistar symbol on the front they have a better casting. ( heavier in nickel).
