Boost Issue?

I have a 98.5 24v with a HX-40 turbo 150hp injectors and an Edger Juice My max boost is about 24psi. I have been told it should be double that. It could be a waste gate issue. How to I check to see if the waste gate is stuck open?
any ideas?

The best way is to take the exhaust outlet loose from the turbo (5 bolts) and look with a mirror & light. You may need to disconnect the exhaust pipe.
A cheapo bathroom rug with rubber on the underside makes a great fender protector while your laying over it.
