Brake doesn't fully release instantly

I'm asking about this for a friends father with a 24v. His trailer brakes are activated off of the brake lights on the truck. He says when the truck is off the brake lights will immediately turn off when the pedal is released.. BUT when the truck is running, the brake lights stay on for about 3 seconds when the pedal is release, which cases the trailer brakes to stay locked when trying to pull away from a stop.
Any ideas what would cause this? Where is the brake light sensor located on a 2nd gen 24v?
 
From what I've read there is a switch under the pedal. Any reason this could act differently with the truck running vs not?
 
If you pull the access panel below the steering column you'll see the brake light switch. You have to turn and pull to get it out, I think they're like $10 at O'reilly's. Also, don't flip the little lever until you have it installed or it'll mess up the adjustment and it won't work.

Slow return of brake pedal to the brake stop. If the brake pedal doesnt fly back to the stop it will do this. Mine does it,it sucks. A brake sensor that is on the brake pedal arm itself,that senses when you release brakes is best. Look at an older chevy in the 90's or early 2000's diesels and you will see how they work.
