Brake help

I have a 98 and an 01 Dodge. The brake pedal on the 98 is alot firmer than the 01 and the 98 also has better stopping power. If there are no leaks visible and wheel cylinders have been replaced is it safe to assume the master cylinder needs replaced? What is the best way to check the master cylinder? Thanks
 
My '01 doesn't have a great pedal either. I had a bad caliper and was down to metal on the pads on the right side. I replaced the caliper, rotor, pads on both sides and flushed out the system and added ATE Super Blue Dot 4, and it is only a little bit better. I'm looking into replacing the master too.
 
After replacing my hydro boost I found that when I smash on the petal really hard the petal is harder and firmer. Give it a few days of normal braking and its softer again.... Yours do the same?
