CEL and fuel pump timing gear

my friends truck threw a CEL, when he checked it it said fuel pump timing gear. i have never heard of that before. what does that mean?

the code that was throw is P0216.

he said it occasionally acts like it has no power, like its not getting fuel. i guess that pretty much answered my question.
