checking wastegate actuator

I am currently running a compound setup using the ht3b. The small charger was supposed to be a hybrid but the data plate on it says h1c. it looks like the exhaust housing is off of the hx35 as it has the wastegate that isn't mounted to the compressor housing. Is there a way of forcing the wastegate to stay closed to see if more boost will build? I'm checking for boost leaks as well but want to try this out if I can't find any leaks. seems like with 150 sticks, an edge comp when I was running it wouldn't build any more than 40psi. Would hit 40psi and just hang there.
 
Test for boost leaks first. I'd suggest making a pressure tester that uses shop air to do it. Since the wastegate actuator is controlled via boost, and drive pressure, If you disconnect the boost line, it will tremendously increase the amount of drive pressure that it takes to open the gate.

Also, there are hybrid kits for the wh1c as well, so the best way to tell would be to pop the comp housing off, and measure the minor diameter of the comp wheel.
